As introduction of retreat Ms. Chhea Vannath, Former President of the Center for Social Development (CSD) and Dr. Neou Sun currently Deputy-Executive Director of CSD described the history of the creation of the Center for Social Development since it was as one of projects of the Preah Sihanouk Raj Academy, named Cambodian Public Accountability and Transparency Project (CPATP).

In 1995, CSD became as a Non-Governmental Organization registered by the Council Ministers (1995) and recognized by the Ministry of Interior in 2001.

The main projects of CSD since 1995 up to now.

-  Research Bulletin.

- CPATP, currently Governance Unit.

- National Issue Forum usually called Public Forum.

- Parliamentary Watch and Election.

- Court Watch Project (Legal Unit).

SWOT Analysis – CSD

Strength:         

       - Title (Name/Identity – Center for Social Development-CSD).

- Structure, Human Resource.

- Constitution, Vision, Mission, Goal.

- Fond de Commerce (Building, Equipment, Website, Internet…)

- Networking 24 provinces/cities.

- Having Reputation in working quality especially Public Forum and Anti-Corruption Activities (Education, Advocacy,…)

- Working with transparent manner.

Weakness:

       -  No Fund

-  Passiveness (ED, Deputy ED)

-  Weak Communication (Internal & External)

-  Lack of Outreach with other NGOs, CBOs

-  Lack of initiatives

-  Mistrust

-  Lack of Confidence

Opportunity:   

       -  Publication (Poster, T-short, Newsletter.

-  Compatibility between Government policies and CSD’s good governance activities.

-  Donors are still open the door for funding support.

Threat:

-  NGOs Law.

-  No supporting fund.

-  Donors cease providing their supports because of internal conflict.

-  Staff shortage.
